Red-Shouldered Hawk breeding? (1 Viewer)

I just saw (today) two Red-Shouldered Hawks breed (in winter??) out in the open (on a fence in a field). Is this normal for them? It lasted about 10-15s and one of them flew off to forest afterwards. About ten minutes later there was a call from the forest and the other one dissapeared as well.
 
They begin their breeding activities in late winter to early spring, producing clutches of up to 5 eggs (usually 3 to 4eggs) which they incubate 28 to 35 days.
