It doesn't look like a Rough-legged Buzzard to me - with more than one band. I think it may be a Honey Buzzard but I not really familiar with European birds.

I didn't even think about Osprey! Probably because it is so dark in this picture (the ones I am used to seeing are quite light) however I should have got it based on shape alone.

I think it's not a Rough-Legged Buzzard, whose tail has a dark terminal band.
