Sharp-shinned Hawk? Tucson AZ USA (1 Viewer)

Hi, We went to Sweetwater Wetlands in Tucson AZ Dec 3, 2018 and saw this hawk (all photos are the same bird). Is it a Sharp-shinned Hawk? I can't seem to distinguish these birds from Cooper's Hawks. Thanks, Kathy

Looks too bulky to me. I think it's a Cooper's but I don't have an ID book in front of me.
 
Cooper's Hawk. See picture #5 where it is perched on top of a pipe. Its Tarsii are too big for a Sharp-shin and over all it looks too big to be a Sharpie.
