Strange stuffed hawk (1 Viewer)

My friend found this from old municipal care home.
I'm guessing it's a White-tailed Hawk?
I've no idea how it has been ended in Finland and care home. I try to find out.

Looks like a white tailed hawk.
Maybe a sailor had it.
My in-laws have a stuffed parrot that was the pet of a relative who was a merchant seaman.

My friend find the hawks owner. The patient said that the hawk has always been in their home. Grandma had gotten it from somewhere, maybe Bolivia, but patient wasn't sure if she/he remembered correctly.
