Tern species seen Penzance to Scilly ferry in UK, August 2023 (1 Viewer)

Please may I request identification assistance with the bird here. Someone called it an Arctic Tern. I was wondering if confirmation is possible, along with reasons for diagnosis. I apologize for the heavily-cropped image, and understand if it is too poor for an identification.

Can't make much of it, but would note we don't see the black wedge in the flight feathers we'd expect from common (which supports Arctic)
