Observed on Lewiston Lake in north western California elevation ca.2000 ft August 3 this year. My problem is I'm not even sure whether I have ducks or geese.

I believe they are geese. Two possibilities come to mind, juvenile White-fronted and domestic Graylag. Adult White-fronted Goose should show some, well, white around their bill which these don't. Juvenile would be OK for this lack of white, but would have a more yellowish bill where your's has an orangish bill.

So, I'll suggest domestic Graylag. Here's a Graylag for comparison
