Yes, as others have said, a Marsh Harrier, but an older adult male not a juvenile. Juveniles are typically a fairly uniform 'sooty' or 'dark chocolate' brown, usually with creamy yellow cap and throat. Your bird shows elements of the brown-grey-black upper wing pattern of mature males, and an extensively silver grey tail (becomes more pale with age). Nice atmospheric image!
