I think it's a Wood-pewee. If I'm not mistaken, can we differentiate between Eastern and Western Pewee? Photo made at NP Tapanti in Costa Rica.

It seems to have quite a short primary projection and extensive orange on the bill, so I'd suggest Tropical Pewee.
