"sometimes" considered conspecific - what authority splits, what authority lumps?

also, torquata vs. torquatus?
 
Torquatus. I don't have the full data present, but no split was preferred by the first Sibley and Monroe and HBW, while e.g., clements is on the side of three species. I am not entirely sure where the H&M is on this particular issue. Several more subspecies has been proposed for splitting if my memory serves me right (See the taxonomy forum)
