Strange Common Buzzard behaviour Glos uk (1 Viewer)

I came across this Buzzard 3 days ago. It has no apparent fear of people and has stayed in the same area for 3 days running. It seems to have lost most of its tail feathers.

Whilst I was taking this picture it exhibited feeding behaviour catching a small unidentified prey item, probably an insect. I can approach within touching distance and it does not react in either fear or aggression. I have seen it fly short distances. It is apparently healthy.

I am presuming it is an escapee.

Any thoughts.

If it is an escapee, it is likely to have some falconer's paraphernalia (rings / leather strips / bells / etc.) attached to its legs. Any sign of anything like that? Not a guarantee though, as they can chew off things like leather jesses (doing so could be its means of escape). Alternatively, see if it associates you with food provision - try offering it a chicken leg (raw) or something like that, and see if it goes for it.
