I would look at female Golden-fronted Woodpecker subspecies dubius. Nice picture! I am looking in "A Guide to the Birds of Mexico and Northern Central America" Howell and Webb. plate 35. Good luck, you might try the ID forum, a lot of those people do ID all the time. I pulled some of my Golden-fronted Woodpecker pictures from South Texas and they have a noticeably larger bill, this bird has a short looking bill to me like a Yucatan Woodpecker.
