Male, Yellow-bellied sapsucker
These in my humble opinion are up there with the Pileated Woodpeckers. I heard they are related to the Downy Woodpecker.

Superb capture of this sapsucker. The black border around its red throat helps to distinguish it from the Red-naped Sapsucker (eBird details).
