    This is federal money, which, if not spent, simply disappears....No lie...it's gone....no one knows where it goes....I mean someone probably does, but they really can't tell you. I believe, personally, it goes into a slush fund for booze & hookers, but I can't prove that.

    I'd go so far as to say that SINCE 2005, we have MORE evidence that the IBWO is extinct. The increased search effort in likely habitat since 2005 and it's failure to obtain incontrovertible evidence of the species really add to this 'belief' in extinction. The key word here is...

    I don't think anyone (birder, nonbirder, committee) is rejecting a claim because it can't be replicated. I think we are rejecting claims that cannot be independently verified. The lack of replication is troubling...extremely troubling, but is not the reason for rejection.
