    Not an expert, but an all dark bill would indicate first winter/first summer as suggested by James (much more of an expert). Scott

    This is a first year male. Males have dark bills. I've never seen the speckled throat either, but I mostly see adults.

    The wet streak idea is probably correct, but it is an odd looking bill. Are there any more photos of this bird?
