Raptor in Sichuan, China (1 Viewer)

Raptor sp. spotted in Daocheng, Sichuan 2 weeks ago, pardon the terrible photos. Wondering if this could be a vulture? Appreciate any help in identification!

I once went out birding with an ornithologist who was a logician as well. We saw a bird in the sky and I said to him

"Should that bird be called a Bearded vulture or a Lammergeier?"

"Yes", he replied.
