Leucistic Pigeon? - Eastern Ontario, Canada (1 Viewer)

Seen this morning in eastern Ontario, Canada, I'm pretty sure this is a Leucistic Pigeon and not albino. Could someone confirm or correct that opinion?

Or just a white breed of domesticated pigeon, selected for its colour. Almost every domesticated animal, people have selected for white breeds, perhaps because they're easy to see where they are - white cats, white dogs, white cows, white chickens, etc., etc., etc.
