Hi, I know that the photos are of poor quality, but can it be a citrine wagtail?

I'd say no, as Citrine Wagtail has conspicuous white wingbars in all plumages, and this bird doesn't. My guess would be Motacilla flava :t:
 
thanks for the comments but I can not quite agree - in this photo the head is not dark at all (gray); the top also seems rather gray - not green?

Michal, there is not a single reliable colour in this picture, but mostly artefacts. Best used as b&w pic and than the answer is: no Citrine, no White Wagtail either as no wingbars visible so most probably Yellow Wagtail
 
I have just come back from Biebrza and i saw lots of parties of Yellow Wags like that - female Citrines have prominent wingbars on the coverts and the young are smart Grey birds.

They also call constantly partucularly in flight and the species are distinctly different:t:
