In HBW Alive it is written:

(cf. Jean Ernest Reynaud (1806-1863) French philosopher, per Richmond Index)

The dedication is clearly for this guy. Here it is written in the original article:

...la deuxième, au célèbre Jean Reynaud, que l'on considère avec juste raison comme l'intelligence la plus encyclopédique de notre époque...

Therefore I a pretty sure that Coua reynaudii is not dedicated to Auguste Adolphe Marc Reynaud (1804–1872) . I think Phasianus reynaudii is dedicated to him. This seems to be a synonym to Lophura nycthemera lineata (Vigors, 1831). Orginal description here.
