Female Cirl Bunting? Devon (1 Viewer)

Birding not twitching
Am I right in thinking the bottom bird is a female Cirl and not Reed bunting. I was thinking face pattern is more like a Cirl.
Didn't take much notice at the time as I was playing around with a new digiscoping bit of kit and only saw the lower bird whilst going through hoards of photos

It's a spot I go to often, and I can distinguish the birds easily normally, just this photo confused me??? There are Reed Buntings there also!!
