This bird was seen in Bright, Victoria late September ? Brown Goshawk or Collared Sparrowhawk. Sorry about the poor quality picture

Honestly that's going to be really difficult to determine unless there are some other photos or info (such as flight style, relative size, etc)

I won't make a comment about the tail based on this view as it would just be a total guess. I thought there may be a bit of a 'stunned mullet' look about the head, however diametrically opposed to that is the nagging doubts brought about by the solid set foot and thick talons. I think that factor is the one I place most confidence in, and looking at the head I could be swayed that it is a BG expression. I wish I had better mental maps of head characteristics, proportions and sizes between the two so I could rely on something other than 'beetle brow' or not which can be difficult to tell based on angle and lighting .....

Balance of probabilities I'm going with possible Brown Goshawk.

[EDIT] Lol ! Now when I look at the photo further - the expression bothers me and it is hard to sway my mind from CSH ! The thought occurred to me that perhaps the blurriness of the photo is causing the talons etc to appear thicker than they actually are. Attempting to sharpen the photo up on my phone that indeed does seem to be the case. I've got a lean on back towards Collared SparrowHawk now ...... :-O
