Article doesn't make it clear how restricting access by humans to these places will have a positive effect. Isn't this a disease that is spread from bird to bird?

Humans can carry it on clothing and equipment, which is then dispersed via air currents and contact when they move to a new place of observation.

Also, dogs can ingest the dead birds and deposit poop filled with a high viral load. Rinse repeat and you have a very real danger.

Can scavenging birds do the same? Should there at least be patrols removing corpses for incineration?
