The Eponym Dictionary of Birds claims:
Siberian Jay ssp. Perisoreus infaustus sokolnikowi Dementiev, 1935 NCR [JS Perisoreus infaustus yakutensis]
Nikolai P. Sokol'nikov (fl.1914) was a Russian collector, naturalist and archaeologist who was on Bering Island (1911–1914). He had collected and archaeologist who was on Bering Island (1911–1914). He had collected lichens (1903–1907) in Anadyrland and became Governor of the area (1927).

The Key to Scientific Names
Nikolai P. Sokol’nikov (fl. 1914) Russian Gov. of Anadyrland, collector, naturalist, archaeologist (syn. Perisoreus infaustus yakutensis).

It might be Николай Павлович Сокольников (1860–1923) = Nikolai Pawlowitsch Sokolnikow (1860-1923). If correct is out of my knowledge.
