The Eponym Dictionary of Birds claims:
At les from OD nor the title Liste des Oiseaux recueillis au Nord da Perou par MM. Stolzmann et Jelski en 1878 I am not sure if Jan Stanisław Sztolcman or Konstanty Roman Jelski (q.v.) collect the holotype. But maybe the authers have seen the label of holotype or we can read this somehow from the introduction text?
The Key to Scientific Names
If a local person it might be difficult to find any life dates. But I give it just for discussion.
Cutervo may not have seen that many travellers at that time. Seems a good place to see Steatornis caripensis.

Gregorio Contreras (fl.1879), who lived at Cutervo, greatly helped Stolzmann (q.v.), who collected the holotype, during his travels in Peru (1879).
