This bird gives me a lot of confusion.
Is it Zappy’s or White-and-blue Flycatcher?

Not the best to ask, as it is some time since I saw either. However it seems an interesting example and as you have had no replies.

Zappey's - blue throat and bib, grayish wash to flanks.

B&W -black throat and bib, clean white flanks.

This appears to have blackish throat, blue bib and clean white flanks.

The bib colour does seem patchy though with darker areas - I am wondering if some digital error is creeping in to the image.

I would be in the odd B&W camp, rather than Zappey's but would defer to anyone with better experience

A very good question pandoo and far from straightforward especially when dealing with a single image and where there may be lighting issues at play. This topic was discussed in a previous thread Blue-and-white or Zappey's Flycatcher? - Beijing, China note, in particular, Paul Leader's post 16.

Regarding the OP, suspect it is an adult male Blue-and-White ssp. intermedia (default in Korean peninsula), but would not like to make a firm call in the absence of more/better quality images. BTW, there is no difference in flank markings, both can show a grey streaking/blotching to a variable extent, some are just visible on the OP.
