Juvenile Bat Falcon or juvenile Orange-breasted Falcon Mexico (1 Viewer)

Can someone please identify this bird? Taken on the road back to Oaxaca Mexico in Jan. I realize Orange-breasted Falcon is rare but my book refers to juveniles as having spotted black thighs, that I think this one has. Plus the collar looks more orange than white to me.

The full-size pics are declining to appear for me. The thumbnails look like peregrine.
