Hey there. I was just wondering how to obtain a license for owning raptor feathers. I ask because I interested in creating an educational wildlife center. Obviously, I wouldn't want to do anything illegal. It's alright if there is a fee. Thank you for your help.

I believe Native Americans can obtain permits to possess raptor feathers for ceremonial purposes.
Licensed falconers are permitted to possess raptor feathers for imping (feather repair).
If you are in Arizona, New Mexico, Oklahoma or Texas call U.S Fish and Wildlife Service
at (505) 248-7882.
For other Western States call U.S. Fish and Wildlife (303) 236-8171.
State laws may apply also.
 
You will need a permit for feathers. The USFWS issues permits for your intended usage. Contact your regional office of the USFWS (USFWS.gov) to get the application via download. All of the information is on the website and is quite easy to use. The is the Wildlife Repository in Colorado which distributes eagle feathers for religious purposes. Just do a google search and you will find the information.
