The Eponym Dictionary of Birds claims:
Chestnut-capped Piha Lipaugus weberi Cuervo et al., 2001
Walter H. Weber is best described in the words of the original etymology: 'The species epithet is dedicated to Walter H. Weber of Medellín, Colombia, for his enormous and oongoing contribution to Sociedad Antioqueña de Ornitología (SAO) and for promoting Colombian ornithology and conservation. His commitment to Colombian bird conservation and his encouragement of young ornithologists are providing the country with renewed hope.' He was a long-term friend of Roger Tory Peterson (q.v.).

The old key:
Walter H. Weber (fl. 2001) Colombian ornithologist, conservationist (Lipaugus).

In here p. 17/242 as:
Weber Walter Hermann, Sociedad Antioqueña de Ornitología

The name sounds very German.
