The Eponym Dictionary of Birds claims:
Kakariki (parakeet) genus Phippspsittacus McAllan & M. D. Bruce, 1989 NCR [Now in Cyanoramphus]
Graeme R. Phipps is an Australian aviculturist and conservationist. He was a Senior Curator at Taronga Zoo, Sydney.

The Key to Scientific Names
(syn. Cyanoramphus Ϯ Red-fronted Parakeet C. novaezelandiae) Graeme R. Phipps (fl. 2017) Australian aviculturalist, conservationist; Gr. ψιττακος psittakos parrot; "represents a further subgenus, hitherto without a name, for which we propose Phippspsittacus subgen. nov. We urge that its conservation be a high priority - it cannot be dismissed as 'just another subspecies'. We name this subgenus in recognition of the work of G. R. Phipps on the group and particularly C. cookii" (McAllan & Bruce 1988). Var. Phippsittacus.

If he really has a middle name with R. is unknown to me.
