Questions on Bird-of-Prey: Tajikistan, September 2024 (1 Viewer)

Howdy folks,

I have another question from my trip to Tajikistan. I had this bird-of-prey fly up while I was in Dushanbe, and I have gotten some mixed feedback on it. The facial pattern initially made me think wester marsh harrier, but then the long tail and overall bulk made me think black kite. However, now I have had someone comment that it may be an oriental honey buzzard. Looking through things, the facial pattern seems like it may match for an immature bird, but this is a species I sadly know nothing about and am looking for the experts here's opinion. Thanks in advance!
