I’ve seen this bird in the exact same location before, so tried to get a decent picture this time. In the city centre working so no binoculars, just an iPhone.
The bill has clear black ring, but leg colour is consistent with Herring gull. Do these two species hybridise?032B9985-22BF-41EB-8618-858EE76A70B0.jpeg39694FD4-B997-4455-A05E-16690B8A3801.png

It's a normal European Herring Gull. Ring-billed gull is a little bigger than our Common Gulls and they have yellow legs, a shorter yellow bill compared to Herring and are more dumpy or stocky looking. Ring billed gull is also quite rare. I think that the 'ringed' affect on the bill might just be some aberrant colouring in the bill.
