Spotted in newport docks south wales (1 Viewer)

Sorry for the terrible photo! Can anyone identify this bird please? There’s a lot of them around the dock but I’ve never seen them anywhere else, they prefer to run than fly. Stand almost chicken shape but a bit smaller. See them most days so should hopefully get a better picture soon.
