Tropical Kingbird versus Couch's Kingbird (1 Viewer)

Recently there was a tropical-like kingbird photographed in Arroyo Grande California.

I think it looks like a Couch's Kingbird but there is only one California record and they do look so much alike that the committee requires vocals be heard. But often a wintering bird like this will not vocalize very much. A.R. Phillips in 1994 stated he was nearly certain there were Tropical & Couch's-like Kingbirds on the pacific slope of Mexico, I think this is one of those. Any brave enough to identify by photo alone?
 
Thanks, Robin. I also think this bird looks bulky and smaller billed like a Couch's but all the experts say they find Tropicals looking like this in trays in museums and in the field. The bird was seen this morning but was silent.
