Unknown Heron? Cuba - Cayo Coco (1 Viewer)

I saw this bird in Cuba several years ago but have never been able to establish exactly what it is. Can anybody assist in identifying?

I think it is a little blue heron who has not quite reached adult plumage -- this lack of maturity explains the paler feathers visible on the neck. Remember that this species starts out white.

Or (I would guess) just a scraggy or moulting adult with pale feather-bases showing. I don't see any white feathers as such.
