Possibly, guess any wildlife assessment showed low risk though if all five were found under or in the nearby vicinity should have been written up, perhaps why the police statement is typically cautious. Goes back to when I heard a couple of thuds near the lookout in Tarifa, Spain and witnessed the spiralling bodies fall.... tad upsetting as was a shot Black Kite incubating.
 
I sometimes wonder if the "perceived increase" in reported cases of raptor persecution is down to FOI requests or if the level of wildlife crime continues despite education attempts both home and abroad. Three were eagles but how were the five bodies discovered - random reports? I just recall both islands through rose tinted glasses as tranquil.
 
I haven't to date seen from the islands the sort of evidence that makes it plain that estates illegally routinely persecute eagles in the Grampians. I think if there was a hot spot showing up from satellite tagging then we'd have heard about it.
