1st-winter Laughing Gull. Note the long bill, eye crescents within a darker 'mask' and general duskiness on the flanks, and the brown wings and tail band betray the bird's age. 1st-winter Franklin's is the closest gull to this, but should have, among other things, clean white flanks and a shorter bill.
