Yellow underneath with white eye ring usa (1 Viewer)

I saw this bird down by the shore. It has a lot of yellow underneath with the strong eye ring.I thought I knew what it was at first but now I'm not sure.-What is it? thanks

Without looking at reference I'll be very vague on terminology, but the eye ring is always there, though the structure and direction of the 'feathers' that form it are such that it catches light in a different way from the surrounding feathers, this being why it is more obvious from some angles and in some light, than from others. The loral feathers are similar, and cause some birds to have an obvious loral stripe from some angles but faint from others.
