Bird of Prey Uk (2 Viewers)

Could anyone help identify this bird?
Ive seen it regularly in the last few months.
I live in Devon in the Uk and seen it dive for prey, and I'm pretty sure ive also seen it circle above prey. Looks a lot smaller and different wing shape to a buzzard I think.

Ive seen it around a small woodland and above fields.

Buzzard. I saw 2 yesterday, got a few pictures, one was diving and wings in the same formation as yours. Both were completely different sizes, and the diving one in my photo about 20% smaller than the other Buzzard, so can be confusing. Probably depends on M or F and age.
