Can you please identify the bird feeding with the Brown Pelicans? (1 Viewer)

SShot this morning from the beach in Santa Monica,CA. I always see these birds near brown pelicans when the pelicans are feeding. Could you please identify them? Are they looking for fish scraps?

An immature Heermann's gull (edit- perhaps first year), I've heard from someone on this forum that shadowing pelicans is a common behaviour of this species.
