The rump is rusty which rules out Cirl Bunting. This is a Yellowhammer. I don't think Cirl Bunting occurs in Ukraine.

The bird looks more like a Cirl Bunting to me. Pic 1 shows a striped head-side typical of a CB and these birds are found in Ukraine.

Agreed. According to the Collins as well as to the IUCN database, they should only be present in Ukraine as vagrants.

Yellowhammer for me. Rusty rump, broad white edges to tail feathers and extreme rarity of cirl bunting even in south west Ukraine.
