Hypotaenidia torquata quisumbingi (Gilliard, 1949) OD here
This barred rail is named in honor of my esteemed friend, Dr. Eduardo Quisumbing, Director of the National Museum of the Philippines.

The Eponym Dictionary of Birds claims:
Barred Rail ssp. Gallirallus torquatus quisumbingi Gilliard, 1949 NCR [JS Gallirallus torquatus torquatus]
Dr Eduardo A. Quisumbing y Argüelles (1895–1986) was a Filipino botanist, specialising in orchids, and an expert on medicinal plants of the Philippines. The University of Philippines, Los Bãnos, awarded his bachelor's degree (1918) and master's (1921). The University of Chicago awarded his doctorate (1923). He was attached to the University of Philippines (1920–1926) and the University of California (1926–1928). He became Systematic Botanist (1928), Acting Chief (1934), and Chief (1940–1945) of the Natural History Museum of the Bureau of Science, Manila. He was Director, National 452 Quillin–Quy Museum, Manila (1947–1962) and, after retirement, he was attached to Araneta University.

The Key to Scientific Names
Dr Eduardo Quisumbing y Argüelles (1895-1986) Filipino botanist, orchidist (syn. Hypotaenidia torquata).

I think Eduardo A. Quisumbing and that this A. derived from different writing of his name as Eduardo Argüelles Quisumbing. But feel to prove me wrong.
