Adobe state system requirements here…
I currently use Lightroom on iPads and have previously used Photoshop for iPad too, both of which run very nicely having come from a slow old laptop. The iPad versions are very good, albeit one or two features haven’t crossed over yet, so you may need to check features if you go the mobile route hardware wise.
I personally am unlikely to use either on a PC again, the iPad experience suits me well.
