American Kestrel (Falco sparverius sparverius) in a steep stoop.

Open grass farm surrounded by agricultural fields at 74 m (243 ft) elevation.

A brilliant shot Stanley, perfectly sharp and taken at precisely the right moment. It's quite a while since I last saw our Falco tinnunculus, but they mainly hover quite low down and drop on their rodent prey without going into a real stoop. Your bird appears to be behaving more like a Peregrine. Checking the Audubon app, it says that your species “hunts mostly by watching from a high perch, then swooping down to capture prey” which seems to confirm the difference. Very interesting!
