Andy the general opinion is that is a juvenile Montagus harrier, others believe it to be Pallid Harrier.
 
I would say its either a montagus harrier or palid harrier by that picture. Hen harriers are a really light brown as that is golden but it also could be a marsh harrier which would be surprising up here in northumberland at this time of year.
