Wigeon in drag?
I think this is a young male, with male plumage just beginning to come in to gradually replace the basic (eclipse and female) plumage.

Sorry I'm not caught up browsing. Was going to do that now, but find I'm exhausted - falling asleep over the keyboard. I'll have to catch up tomorrow.
