I took this photo on the 1st of January 2019 and it baffles me. It was with Steppe Gulls. I take it is a Steppe Gull......just wanted some conformation.

yes, probably a steppe gull with low hormonal level.

it's an adult (large white primary tips) - plus it has dull bare parts (dull legs and bill with lots of black).
