A 4U3 Plover in Yala NP southern Sri Lanka on 6th of January (1 Viewer)

The image of a Plover – probably Kentish Plover - in southern Sri Lanka near Yala NP gate were shot on 6th of January 2020. The bird shows a silver ring and an application with “4U3”. Does anyone know about the origin of the ring and the bird. I would be grateful for hints from the experts.
