No dark trailing edge and P7 is too short for an adult/sub adult steppe. So not a steppe. No idea how to id Indian Spotted Eagle so I will go with Clanga sp.
 
Tom's comment about the barring is possibly the deciding factor between Lesser and Indian Spotted I believe?

That's further from its known westernmost current distribution (BirdLife Datazone map) in Lahore (just south of Sialkot) than it is from the Afghan border...

Worth passing on to OBC?
