I'll have a lash at Upland Buzzard - can't recall what they look like, but I think you get em in the kind of places Tim has been to this summer.
 
Jane was spot on

it's an Upland

they have been considered conspecific with Long-legged so Dimi can have half a mark!

they are huuuuge birds with feathered tarsi as Rough-legged but wing tip / tail position is different cf Rough-legged

taken somewhere on the tibetan plateau in Aug 2005. They perch on poles by the roadside and we stopped counting after 200 for the day

I have some tricky phylloscs to follow later
