Is it possible to tell from the attached picture if this is a Fish Crow or American Crow?

Help with ID would be much appreciated

The picture is taken in March, Everglades National Park (Florida, United States)

Almost all crows in the Everglades are American Crows. Fish Crow is very rare

No, not from the photo alone. Voice is normally the only reliable way to distinguish between the two species.

Also
Fish Crow P9<= P5, P7+P8 longest , has shorter thighs, often shorter neck and shorter bill than Am. Crow which has P5-8 about the same length P5<<P9.
