You could narrow it down to species and then do a check through the different schemes which is shown about half way down this page. http://www.cr-birding.be/
Did you read all of the numbers Steve ? It should also have the name of a city museum which can at least give you country of origin if you don't get all of the number (they sometimes have letters as well).
During the recent icy spell we were able to identify birds ringed in Norway, Finland, Lithuania, Poland, The Netherlands and Britain, all on one day.

A bit more research has shown that this is probably a bird ringed in Helsinki, Finland. Still haven't got the full number, but now I know what to look for, I'll be more vigilent next time.
BTW, I found this site to be a great resource for the metal ring info:
